Job Description

Join a difference making team that is part of Huntington Ingalls Industries, Technical Solutions Division (HII-TSD) continued growth and success. The Business Development Analyst is responsible for performing full business development life cycle analysis, metric development/reporting, pipeline analysis, crafting/editing senior leader presentations, and providing cohesive processes across a $500M+ business group. The BD Analyst will work closely with the Proposal and Capture teams, operations/line organizations, SMEs, and functional departments (e.g., Contracts/Subcontracts, HR, Recruiting, Finance, and Procurement). This position requires drive, determination and ability to collect business intelligence, maintain and expanding business and customer relationships, and managing the capture lifecycle at a high level of output, quality and success.

Responsibilities:

  • Monitor, research, and analyze established databases such as FedBizOps, GovWin IQ, usaspending.gov, beta.sam.gov, FPDS Interact, EBuy, as well as other industry tools and Government sites to gather industry and government market details, and complete analysis on new business opportunities.
  • Analyze draft and final federal market (FED/Civ, DOD, IC) solicitations and provide assessments for pursuit per HII’s internal processes
  • Identify and assist in responding to Request for Proposals (RFPs), Requests for Information (RFIs) and Sources Sought notices.
  • Perform research on specific proposal and BD opportunities to gain accurate budget, incumbent information, and release dates. Includes research of competitors, market insights, customer demographics, potential partners and more.
  • Prepare assessment presentations for bid/no-bid decisions
  • Collect, analyze, and interpret data to derive qualified recommendations and assessments, competitive strategies, and approaches. Including identifying potential teaming partners.
  • Attend various forums related to HII business interests such as industry days and association meetings
  • Participate in planning, proposal kick off, and post kick off meetings and effectively lead proposals for compliant and compelling offers.
  • Develop, maintain, and advance client and potential partner relationships through contacts, communicating STS core capabilities and interactions to promote STS
  • Work collaboratively and cooperatively with executive leadership team, operations leaders, business developers, and capture and proposal managers.
  • Assume functional responsibility to manage Growth/BD Portal, Salesforce, Salesforce and Opportunity Management System (OMS)
  • Coordinate internally with Business Development/Capture Managers, Operations, Proposals, Recruiting, and Pricing related to growth initiatives; coordinate externally with partner companies and consultants for new business initiatives. 
  • Monitor Group pipelines, submits and awards. Produce weekly reports and scorecards used for tracking by leadership. Track opportunity data accuracy to ensure exceptions are resolved quickly and coordinate with the Group/business unit for their respective operations.
  • Ensure all BD-related actions (e.g., Gate Reviews, etc.) are tracked and coordinated with appropriate owners for closure.
  • Support the overall Charge Number workflow process including overseeing and reporting on Indirect and B&P charge numbers.
  • Participate in working groups related to BD process and tools and related improvements.

Qualifications

  • Bachelor's degree with 2 years' experience with the Business Development Life Cycle (BDLC) in a federal government contracting environment
  • Federal Government contracting experience supporting DoD clients.
  • Solid understanding of legal, regulatory, and guiding frameworks (e.g. NAICS Codes, FAR,).
  • Demonstrated experience developing and executing successful capture strategies with focus on competitive discriminators and detailed capture plans
  • Demonstrable experience working with of all contract types including IDIQs.
  • Candidate must be team-oriented with excellent oral and written communications skills.
  • Confidence and experience dealing with senior leadership.
  • Ability to collaborate with diverse times and work effectively in fast-paced, time sensitive, and often multi-tasking environment.
  • Ability to travel, as necessary in support of programs and capture efforts.
  • Must be proficient in using Microsoft Office, SharePoint, with strong Excel skills including pivot tables
  • Must have excellent verbal and written communication skills
  • US Citizenship and the ability to obtain and maintain a Secret Clearance after hire.
