Mission Technologies, a division of Huntington Ingalls Industries is seeking a Buyer III (Procurement Analyst 2) to support the Navy Integrated Training Environment (NITE) program. The Under general supervision, Buyer III (Procurement Analyst 2) is responsible for the procurement of a high volume and variety of materials, supplies, equipment and services necessary for the operation of the organization. Evaluates bids, selects and recommends suppliers and negotiates price, delivery, quality and service.  The Buyer III ensures that the items and services to build and maintain advanced technology products are purchased from specified suppliers and are delivered according to agreed terms and conditions. An important aspect of this role is seeking maximum value for through time and cost agreements while working with technology advanced products.

Position requires flexibility to work occasional non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements.  Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.
 

What You Will Do

• Procures, sources and negotiates the buying of machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization.
• Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives.
• Monitors performance of suppliers.
• Evaluates areas of opportunity to leverage material acquisitions.
• Tracks data to keep informed on price trends and market dynamics.
• Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules.
• Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages.
• Interfaces with Government Planning Manager to plan and prioritize purchasing activities.
• Reviews planned orders, creates requisitions for purchased items, and manages approval process.
• Transmits and prioritizes approved purchase orders and supporting documents to supplier.
• Tracks order acknowledgement, prepares and communicates shortage and backlog reports, and provides visibility of potential interruptions to internal customers.
• Tracks orders and confirms system lead times, delivery dates, and costs.
• Reviews, updates, and maintains purchase orders until they are closed.
• Ensures orders adhere to supplier agreements and contracts; reports non-conformances.
• Leads finance and logistics staff in resolving reception and invoice discrepancies.
• Obtains supplies, materials, and equipment from suppliers at the lowest cost consistent with considerations of quality, reliability of source, and urgency of need.
• Contacts vendors, obtains quotations, examines bids, makes awards, places orders, and expedites delivery.
• Follows up on all awards until completion of order.
• Negotiates and settles with vendors regarding damage claims, rejections, losses, return of materials, overages, cancellations, and other changes.
• Maintains files and records of materials, inventories, and deliveries.
• Serves as a liaison between employees or customer personnel and vendors in order to answer questions and resolve problems.
• Performs additional duties and responsibilities as assigned.

What You Must Have

• 3 years relevant experience with Bachelors in related field; OR
• 1 year relevant experience with Masters in related field; OR
• High School Diploma or equivalent and 7 years relevant experience
