Job Summary
The position will report directly to the President of Cyber and Electronic Warfare and will be responsible for the technical strategy, campaigns, product lines, and technical direction within the Cyber and Electronic Warfare division. This leadership role must be, by their inherent nature, a self-starter, innovative, and entrepreneurial. This role also contributes to the leadership of the company by providing guidance and counsel to the Group President on strategic, technical and business development issues as they pertain to functional peers and partners from contracts, finance, human resources, technology, etc.They will also develop and nurture internal and external partnerships and relationships.
Responsibilities
Design, develop, implement, integrate, test, and deliver products and capabilities to the customer, active programs, and strategic captures and proposals.
Technical leader for the capture, proposal, and systems engineering teams.
Technical advisor to active program teams to ensure the broader HII capabilities are exploited and the active program’s needs for program execution are met.
Coordinates across the broader HII Technical Solutions Division and the Chief Technology Office to ensure collaboration across the groups.
Ensure that all capture and proposal engineering teams adhere to sound engineering processes in accordance with company policies, procedures, and quality standards.
Manage Design Projects using MBSE tools including SysML software (MagicDraw, Cameo) and Systems Engineering tools (DOORS)
Responsible for development of DoD Systems Engineering guidance as it relates to program planning and execution
Participate in the budgeting process to include recommending IRAD, product development and capital improvements and preparing justification data as required
Researches, studies, and proposes use of new technologies to be used in the development of new and improved products/services
Provide guidance to team members to ensure the appropriate engineering analysis is performed and documented
Establishes priorities for work delegated to others
Work with the division President to refine the overall strategic plan and then developing the technology required to grow market share and revenue.
Coordinates meetings with customers, competitors, clients, and teammates
Participates in business planning activities, to include pipeline reviews, operating plan development, bid agenda development, opportunity collaboration sessions and gate reviews, black hat sessions, win theme and discriminator workshops, and proposal writing and reviews.
May have other business activities, such as investigating and evaluating potential mergers, acquisitions, divestitures, geographic expansions, licensing, partnerships, joint ventures, new business/market opportunities to determine if such activities are in line with HII’s overall strategy and vision.
Qualifications
Bachelor's degree in Science or Engineering and at least 16+ years of experience in Electronic Warfare, Cyber, and/or IC services/solutions
Must be willing to be hands on developing solution architectures for key pursuits and technical writing
Ability to craft and articulate strategic solutions
Firm understanding of the Federal Government procurement life-cycle, and participation in multiple government procurements in a business development, capture, or program management capacity.
Must have technical competency with cyber, electronic warfare, and AI/MI capabilities.
Must possess established relationships within the DoD and/or IC market environment and relevant customer communities.
Travel as required estimated 10%-20% per month
Demonstrated working knowledge of the Federal Acquisition Regulations (FAR)
Ability to use automated tools such as Microsoft Office to present ideas, information, and reports and a customer relationship management to track opportunities and manage pipeline
Must have or have the ability to obtain a TS/SCI clearance.
Preferred Qualifications
DoD and IC Acquisition program experience; Technical Director, Program Manager, etc.
Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with senior management, technical staff, division managers, and peers in the Group and across HII
Master’s degree in related field
