Job Description

Alion’s GSA, OASIS, OTA and FEDSIM portfolio has expanded rapidly and we are looking for someone who has direct experience managing OTAs, GSA schedules and related contracts.  We are looking for a Contracts SME that will have very high strategic impact to enterprise as well as individual business groups. Individual is responsible for managing critical contractual formation and management, obligations of high risk and visibility. Successful candidate requires high degree of independent and creative judgment applied to highest-level goals and objectives of the corporation and a thorough understanding of FAR/DFARS, GSA Federal Schedules, OASIS, GWAC contracts, FEDSIM experience, and supplemental acquisition regulations of government agencies. 

Duties and Responsibilities:

Manage all GSA schedules, OASIS contracts, and any new GWAC or FEDSIM IQIQs by analyzing, reporting, negotiating, and maintaining the company modification requirements, to include MAS mods, and T&Cs. Lead GSA audits and CAVs.

Experience with various Federal reporting and compliance requirements and associated systems, such as eSRS, FSRS, eCMRA / SAM manpower reporting, SAM / beta.SAM.gov, GSA eMOD, GSA CPRM / ASSIST. 

In concert with management and line organizations, develops proposal and negotiation strategy.

Reviews complex solicitations and prepares specialized responses for proposals and contract modifications.

Participates in discussions on proposal cost strategy and coordinates special rate calculations and other significant financial impacts.

Analyzes contract performance requirements, including unique or unusual special provisions and terms and conditions to ensure compliance with law, regulations, corporate policy and procedures.

Provides guidance on complex contractual requirements and corporate policy to line management organizations.

Negotiates and establishes teaming agreements and non-disclosure agreements, as assigned, with prospective partners to respond to client’s solicitation.

In concert with management and line organizations, develops negotiation strategy for complex contractual issues.

Ensures contract review, approval and execution is in accordance with corporate policy.

Maintains data in corporate information systems.

Acts as liaison between technical staff and others including Financial Operations, Procurement, Security, Property, and Human Capital, on contractual matters.

May assist in new business pursuit and associated contract strategy.

Provides input to senior contract management staff in the development of contract administration policies and procedures within the limits of delegated authority and in accordance with policies and procedures.

Education and Experience          

Bachelor’s degree in related discipline plus 10 to 12 years of directly related experience. Master’s degree preferred.

Experience in a government contracting environment is required, with GSA and GWAC experience a must. Experience with OTAs highly desirable.

Experience with contract and schedule novation desirable.

Experience with all contract types, inclusive of FFP, required.

Pricing experience desirable.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.

Knowledge, Skills, Abilities:

Thorough knowledge of Federal Acquisition Regulations (FAR), inclusive of OCI provisions, and Defense Federal Acquisition Regulation Supplement (DFARS).

Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.

Excellent oral and written communications, briefing skills and interpersonal skills a must.
