Under general supervision, the Program Budget Analyst will provide programmatic support including budget planning and programming analysis, execution tracking and provide recommendations for the Future Long Range Assault Aircraft (FLRAA) program office.

This position will support the PEO Aviation FLRAA office in Huntsville, AL. FLRAA is a Future Vertical Lift (FVL) program and the Army's third modernization priority. PM FLRAA is tasked with developing, testing, procuring, fielding, and maintaining the FLRAA Weapon System.

This position is contingent on a contract award expected on or about March 21, 2022.

Duties and Responsibilities  

  • Responsible for budget execution, tracking and analysis; to include tracking obligations vs expenditures, creating charts/graphs to support numerical data and providing recommendations on best use of program's budget.
  • Support development of Requests for Proposals (RFPs) to vendors/primes to include input to the performance work statements (PWS)/Statement of Work (SOW) and associated Contract Data Requirements Lists (CDRLs).
  • Support document preparation of acquisition milestone objectives and sequencing of current budget execution.
  • Integrating technical and logistical input with future budget planning; to include the Program Objective Memorandum (POM) Cycle and P/R Form preparation.
  • Coordinate Funding Requests and assist in preparation of funding documents and Military Interdepartmental Purchase Requests (MIPRs).
  • Synchronizes funding obligation schedules with contract award timelines, maintaining accurate data, coordination with external/internal Program Offices, DOD Agencies, and non-DOD agencies.
  • Analyzes programmatic and technical data affecting the fielding and support of Product Systems; perform requirements analysis; provide input to decision briefs; provide requirements expertise and inputs to working groups and review boards; and prepare reports and briefings.
  • Provides administrative/technical support to conferences, briefings, meetings, working groups, and integrated product teams (IPTs).
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelor’s degree in related discipline.  Master’s degree preferred. 
  • 0-12 years of experience required.

Knowledge, Skills, Abilities

  • Must be knowledgeable in DoD 5000.2, DOD PPBE, and US Army POM/Strategic Portfolio Analysis Review (SPAR) processes
  • Effective customer and organizational level communication, presentation, and interpersonal skills.
  • Knowledge of Microsoft Office suite programs, MS Word, Excel, SharePoint, and PowerPoint.
  • Experience with GFEBS, PMRT, and cPROBE is desired.
