Job Description

Huntington Ingalls Industries’ expertise in wireless communication is unrivaled.  This includes 50+ years’ of experience performing complex RF Engineering analysis for DoD customers, civilian government agencies, and commercial companies worldwide.  Our expertise in collecting, analyzing, and formatting spectrum data, including RF measurement, frequency assignment, spectrum certification, LiDAR, and other geo-referenced data, enables us to produce refined RF modeling and simulation tools and applications with the reliability and precision needed to assure spectrum access and control.  HII’s analysis-driven tools support diverse tasks such as spectrum forensics and deconfliction, testing for coverage amid urban clutter, and antenna site planning.  HII’s Radio Frequency and Electromagnetic Spectrum Engineering Directorate (RESED) offers a variety of work, from projects supporting international satellite coordination to countering IEDs.  Our work is increasingly important in a world that depends on well-coordinated, interference-free spectrum access.


  • Analyzes the key components of a problem related to the use of complex developmental or advanced systems and determines an approach to resolve the problem.
  • Research current and historical written sources in order to apply specific data and/or theory.
  • Utilizes data resources and automated analysis techniques to resolve problems for which there may be no precedent.  Receives guidance and direction from more experienced staff on highly complex problems.
  • Develops a resolution for general review and acceptance by requesting parties.
  • Actively participates in the training and development of less experienced project staff.
  • Provides comprehensive representation and/or technical support at off-site project locations, including the formulation of the client's requirements for analysis and spectrum management.
  • Participates in short- and long-range planning in communications systems and spectrum management projects.
  • Participates as a committee head or committee member addressing critical topics within area of expertise.
  • As required, serves as consultant on unique problems crossing functional areas of the organization.
  • Identifies opportunities for new program initiatives and follow-on tasking for current projects.
  • Prepares major reports documenting analyses and advises on the content of other written material.
  • Prepares written status reports, letters, and memoranda, as required.
  • Prepares and delivers formal briefings to the staff, to project clients, and other outside agencies.
  • Participates in scheduled project review sessions and in informal interactions with the client or other outside agencies.
  • Develops capability briefings and specific project proposals and then works through appropriate channels to schedule presentations of these briefings and proposals to prospective clients.
  • Develops position papers and responses to proposed national and international legislative actions affecting electromagnetic spectrum management and regulations.
  • Plans and develops project milestones so that scheduled delivery dates will be met or improved upon.
  • Provides professional guidance to the staff to improve efficiency and timeliness.
  • Complies with quality assurance and security procedures in the performance of duties.
  • Performs additional duties and responsibilities as assigned.

  • A Secret security clearance is required before employment.
  • Minimum of one (1) year of experience working at a federal department level spectrum office directly processing spectrum assignment actions to the NTIA’s Frequency Assignment Branch (FAB) for consideration.
  • Shall be a graduate of a spectrum management course such as, the Army’s Electromagnetic Spectrum Manager SLC, Interservice Radio Frequency Management School, or Spectrum Operations Apprentice Course or equivalent
  • Preferred to have a minimum of five (5) combined years of experience directly related to the field of radio frequency spectrum management, ability to work in a dynamic environment, professional demeanor, excellent presentation skills, and excellent organizational and time management skills.
