Job Description

Job Summary

The position will report directly to the President of Cyber and Electronic Warfare and will be responsible for the management and execution of the full BD life cycle process across multiple simultaneous pursuits and customers. This leadership role must be, by their inherent nature, a self-starter, innovative, and entrepreneurial. This role also contributes to the leadership of the company by providing guidance and counsel to the Group President on strategic and business development issues as they pertain to functional peers and partners from contracts, finance, human resources, technology, etc. The VP will perform market and economic analysis, conduct business intelligence, design and execute formal capture plans, support marketing efforts and monitor market and competitor activity. They will also develop and nurture internal and external partnerships and relationships. In addition, the VP will lead and mentor the existing business development professionals, including capture managers, proposal managers, BD leads and BD analysts and recruit high-quality, hands-on business development and capture executives The VP will integrate business development efforts with execution plans within the group and ensure coordination and engagement across the enterprise.The VP will support the Cyber and Electronic Warfare group by ensuring the organization maintains a healthy pipeline of opportunities and executes cost-effective win strategies to achieve annual financial objectives.

Responsibilities 

  • Monitors the Operation’s pipeline, establishes BD priorities and allocates resources. Leads a team of Business Development, Capture, Proposal, and Customer Development professionals.  

  • Provides leadership, management and oversight for pursuits/capture activities with a goal of meeting / exceeding the business development metrics for awards, submits, and pipeline growth. 

  • Works with the division President to refine the overall strategic plan and then developing a pipeline of opportunities that provide an opportunity to grow market share and revenue. 

  • Continuously monitors the market and competitors to develop and position our strengths/ competencies. 

  • Coordinates meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices. 

  • Participates in business planning activities, to include pipeline reviews, operating plan development, bid agenda development, opportunity collaboration sessions and gate reviews, black hat sessions, win theme and discriminator workshops, and proposal writing and reviews. 

  • May have other business activities, such as investigating and evaluating potential mergers, acquisitions, divestitures, geographic expansions, licensing, partnerships, joint ventures, new business/market opportunities to determine if such activities are in line with the organization's overall strategy and vision. 

  • Lead/manage individuals and to keep them focused on the bigger picture, vs. a singular functional perspective, and interpersonal dynamics. 

  • Responsible for professional development and growth of the BD workforce 

Qualifications

  • Bachelor's degree and at least 15+ years of Business Development related experience (developing and implementing new programs, business or customer relationships), including 8 years of experience supervising or leading teams or projects. Must possess 15 yrs. of experience in DoD and/or IC services/solutions, contract project management, and business development capture and proposal management.  

  • Extensive experience in the Department of Defense market, with a track record of leading and winning both single-award (+$50million) and multiple-award (+$1 billion) contracts. 

  • Firm understanding of the Federal Government procurement life-cycle, and participation in multiple government procurements in a business development, capture, or program management capacity. 

  • Must have technical competency with cyber, electronic warfare, and AI/MI capabilities with at least one substantial single award or multiple award contract win. 

  • Extensive knowledge, experience, and success of the entire capture process are required, and solid experience in all contract types (e.g., FFP, T&M, cost plus), as well as non-IDIQ and IDIQ single or multiple award contracts. 

  • Proven track record of successful capture and pipeline management across multiple Defense Community organizations and program offices at a variety of acquisition sizes 

  • Must possess established relationships within the DoD and IC market environment and relevant customer communities. 

  • Experience working directly with Defense Community and Government and DoD personnel 

  • Experience with Government/DoD budget, investments and acquisition processes 

  • Demonstrated access to key government customers and industry partners 

  • Travel as required estimated 20-30% per month 

  • Demonstrated working knowledge of the Federal Acquisition Regulations (FAR) 

  • Ability to use automated tools such as Microsoft Office to present ideas, information, and reports and a customer relationship management to track opportunities and manage pipeline 

  • Must be willing to be hands on developing winning proposals for key pursuits, including research, analysis, and writing. 

  • Must have or have the ability to obtain a TS/SCI clearance. 

Preferred Qualifications 

  • DoD and IC Acquisition program experience; Program Manager, Deputy Program Manager, Principle Assistant Program Manager, Business Director, Acquisition Manager, Technical Director. 

  • Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, in order to respond to and win business with new and existing customers 

  • Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with senior management, technical staff, division managers, and peers in the Group and across HII 

  • Management of a pipeline of opportunities with a value of $5 billion or greater 

  • A technical degree is highly desired. Advanced degree preferred
